Developer Addresses Concerns of Village
Over Marketplace on Rte 12B North
The developer proposing to build a shopping center on Rte 12B North at
Airport Road in the Town of Madison appears to be listening to the concerns
expressed by the Village of Hamilton.

Mayor Sue McVaugh Tuesday said Sphere, the Cazenovia firm proposing the
build Madison Marketplace, has said it will alter its original proposal to address
concerns over environmental and fire protection issues.

At Tuesday night's board of trustees meeting, McVaugh said Sphere has told the
Town of Madison Planning Board that it will create a wastewater treatment
plant on site and change how it will release the treated effluent. In addition, it
has said it will build a large, above-ground water storage tank for use in case of
fire and that it will build a berm with a fence atop it to block the view of
shopping center for residents of English Avenue.

Instead of discharging treated wastewater into the canal at the back of the
property, Sphere has said it will create a secondary treatment process and
release the water into the nearby existing wetlands. There will be materials in
the wetlands to help treat the effluent.

The company has said it will meet state Department of Environmental
Conservation (DEC) regulations for such a process. The village has contacted
the DEC about what is allowed in such a wastewater program

McVaugh also said Sphere agreed to build a water tank 27 feet around and 24
feet high to hold water for use in case of a fire. The proposed retail center,
which would include a P & C grocery store and a Tractor Supply Center, is in
the Hamilton fire protection district.

The mayor also said Sphere has proposed building an earthen berm and topping
it with a fence to mitigate noise and block the view of the center. The shopping
center would abut the backyards of many residents on English Avenue.

McVaugh cautioned that solutions to all issues relating to the proposed shopping
center have yet to be reached. It is uncertain when the Madison Planning Board
will next address the issue.

Residents of English Avenue have raised a variety of issues, especially about their
wells. Many have expressed concerns that wells drilled for Madison Marketplace
could damage their existing wells or that wastewater could contaminate them.

Others, especially residents of Airport Road, have questioned whether Rte. 12B
North can handle the additional traffic that would be generated by the shopping
center.

Some village residents worry that the new retailing would undermine existing
businesses, especially the Grand Union grocery store.

It appears that Sphere, which has met with English Avenue residents, is confident
in the future of the project. Published real estate records show the company
recently purchased the property for $800,000 from local resident Ron Wright.
